The uploader of this file has specified that "The copyright holder of this file allows anyone to use it for any purpose, provided that it is not used for profit."  Keep The current license is bogus, but this seems to be official police mug photo,like the ones in Category:Mug shots of people of the United States. Mug shots seem to be licensed under {{PD-USGov}} if federal charges were used (?) or under state license like {{PD-FLGov}}. According to en:Tommy O'Connor (criminal) he was arrested in Minnesota and we do not have state license for Minnesota. However it is likely to be {{PD-US-no notice}} since I am sure it was published and the copyright owner which would be some police department most likely did not used proper a copyright notices. Source appears to be from here, which provides a bit more detail, including that the picture was taken in Chicago, Illinois. Illinois is not one of the states which place their employee's works in the public domain. Unfortunately homicide.northwestern.edu doesn't provide any evidence of publication. Without evidence of publication without notice, I don't think we can apply {{PD-US-no notice}} (in the past Commons has usually insisted on verifiable evidence of publication without notice). —RP88 (talk) 15:36, 7 August 2015 (UTC)[reply]
