Ok, this is a clear example of a primary topic. This situation is a similar situation to Melbourne, and to my mind is actually clearer cut than London. Rationale:

1. This Luton has a population of ~240,000 and is an important regional centre.
2. The other Lutons listed on the en dab: Luton, Devon is a tiny hamlet (population ~400?). Luton, Iowa is another minor town with a population of ~400. Luton, Kent is a district of a large town and doesn't even have a distinct article on en or category here. Luton, Ontario is a district of a minor town. In the absurd situation that each of these Lutons is only settlement in its respective census area, you get a population of 100,000 a more realistic estimate will be well under 10,000 (<4% of the Luton in Beds). None of the other terms is plain "Luton" so not really relevant to disambiguation. In this case the unqualified term "Luton" would probably mean the Bedfordshire one, even within a short distance of the Devon hamlet.
3. Categorie names are firstly to serve users of Commons content, not contributors to Commons. Commons:Village pump#Disambiguation of categories provides further detail: Remember all Wikipedia readers trying to view imagery of Luton will follow the link from the article, which now points to the dab not here.
