Category talk:Hospitals or clinics by country

Hi there, I came across Category:Hospitals or clinics by country, when I was about to create Category:Hospitals and clinics by country. I wondered what the reason is for "or" rather than "and". Shouldn't it follow the same model as Category:Universities and colleges, Category:Towns and villages in England, etc? (And I'd already created Category:Hospitals and clinics in Serbia).
