There's a problem with the flag.

The three lions flag has never been an Upper Normandy flag

This one could be OK (the Normandy flag) : https://fr.wikipedia.org/wiki/Drapeau_normand#/media/Fichier:Flag_of_Normandie.svg

Upper and lower Normandy never had special flags. But used the two lions flags.
