This should be a subcat of Category:Foundations by country and not Category:Foundations! Category:Foundations by country is used by national cats for "Foundations of"... There is no obligation (nor it makes sense) to distinguish two different meanings of the word "foundation" using in/of. The cat trees could use different names instead.
