For clarification, and to help compiling, such areas do not lack an ecclesiastical parish, which they all have. They do not have a civil parish - e.g. all of Greater London, except for Queens Park fall in this category showing places with an extra layer of administrative authority (usually minimal) compared to the main local authority's functions. Some civil parish councils wield powers over parking, sports, many rights of way and own sets of buildings.
