The Grand Duchy of Luxembourg was occupied by German military units on May 10, 1940. Initially, the territory of Luxembourg was subordinated to the administration of the German Supreme military commander in Brussels. On the 29th of July, 1940, the state of Luxembourg (Grand Duchy) was disolved, and on August 2, 1940, Luxembourg was declared part of the German “CdZ-Gebiet” ("CdZ-area"; CdZ = “Chef der Zivilverwaltung” = Chief of the civil administration) As such, Luxembourg was made a part of the state territory of the Third Reich.

Initially, the German occupier continued using stamps of Luxembourg overprinted with postage in German currency (Rpf). On September 30, 1940, the existing stamps of the Grand Duchy of Luxembourg were no longer valid as postage; they could, however, be used as part of mixed postages until the 2nd of October 1940. From October 1, 1940 until December 21, 1941, only stamps of the Third Reich with overprint “Luxemburg” were permitted as postage. From December 31, 1941 until the Liberation of Luxembourg by American Troops in September, 1944, only the stamps of the Third Reich were valid as postage.
