Mounir Majidi seems to be a genuine Moroccan politician/businessman with a Wikipedia article including some controversies about him (if they have not been removed) and referenced to reliable sources. "Selim Belmaachi" seems to be a made up name or a non-notable person. The spammer seems to want to conflate the two names. The exact purpose is unclear but it could be an attempt to fill search indexes up with rubbish to make it harder for people to find genuine information about Majidi and his controversies.

The spammer has also been active on English and French Wikipedia, causing considerable and prolonged nuisance on both.

The same sort of rubbish is also spammed all across YouTube in short pointless videos*, presumably by the same person. The videos themselves serve no purpose, being panning or zooming shots over still images with no meaningful content. This suggests that the "data" here is immaterial. It is the metadata (presumably search indexes) that the spammer hopes to adulterate with garbage. This is quite effective at making a Google Video search for "Mounir Majidi" a total waste of time although it is not very effective in adulterating a ordinary Google web search. (* - 832 of them as of 2015-11-29)
