The construction of social housing in London was begun by private housing associations in the 19th century. Council housing predominated for much of the 20th century, but late in that century housing associations came to the fore again, this time with government sponsorship. The distinction between private and social housing with clear cut until around 1980, but has since been broken down to some extent by the right to buy scheme and planning policies favouring mixture private and social developments, so many blocks and estates now have a mix of tenure types.

Most social housing in inner London takes the form of blocks of flats, but there are many estates of terraced and semi-detached social housing in the suburbs.
