The SEATO exercise "Sea Devil" commenced on 16 April 1962 and included sea and air units from Australia, New Zealand, the UK, the US, Pakistan and Thailand, under the overall command of the Flag Officer Commanding HMA Fleet, Rear Admiral Alan McNicoll, CBE, GM, RAN, aboard HMAS Melbourne (R21).
