The Pennsylvania Independent Oil Company, commonly called "Pennico" was founded in 1917 at 16th and Gordon Streets. Initially, the company marketed gasoline and various oils and petroleum products obtained from the Standard Oil Company of New York (Mobil), a part of the Standard Oil Trust of John D. Rockefeller. The company was sold to new owners in 1919, and in 1922, it took over the Standard Oil of Ohio (Marathon) gas stations in Allentown. Later in 1922, it opened a newer and larger facility at 12th & Liberty Street while maintaining business offices at 8th & Liberty Streets.

Under its new owners, it switched its branding from Mobil to "Pennico", and sold its own petroleum products which were transported from the Titusville/Oil City region of Northwest Pennsylvania. The 12th and Liberty location was it's main customer facility in Allentown, which operated as both a gasoline station and motor vehicle garage. There was a location at 19th and Roth Avenue, another at 4th and Linden Streets, and another at 15th and Tilghman Streets. There were another Pennico stations in Bethlehem and one in Emmaus.

For many years, the Pennico sign was used as its marketing symbol. In May 1948, Pennico took over the New Crown Oil and Refining Company's stations (Crown) in the Allentown area. Then in 1951, Pennico entered a working agreement to market its products under the Cities Service name when the Cities Service Company of Bartlesville, Oklahoma switched its local merchandising agreement with the Lehigh Valley Oil Company to Pennico after a lawsut. Previously, Lehigh Valley Oil had operated Cities Service stations in eastern Pennsylvania since 1947.

With the alignment with Cities Service, Pennico operated additional service stations under both the Pennico and Cities Service sineage throuhout eastern Pennsylvania and New Jersey until 1965 when all stations were re-branded as "Citgo".

Pennico dissolved its assets in November 1977, with all of it's assets being sold to Swann Oil Company and its stations being either sold or taken over by Citgo, then based in Houston, Texas. With the dissolusion, the former Pennico interests were gone and the company had no further connection to Allentown other than independently-owned CITGO gas stations.
