Newspaper Enterprise Association images distributed to or published by news organizations between 1929 and 1977 without a copyright notice are in the public domain. Images distributed to or published by news organizations between 1929 and 1963 with a copyright notice, that did not have their copyright renewed are in the public domain. Images distributed to, or published by news organizations in the United States between 1978 and March 1, 1989 without a copyright notice, and its copyright was not subsequently registered with the U.S. Copyright Office within 5 years are in the public domain. All images after March 2, 1989 are under copyright and cannot be hosted by Wikimedia Commons. The Library of Congress writes: "NEA images housed in the Library of Congress [are in the public domain]. However, any copyright held by NEA that is still current would now be owned by VCG, administered by Getty Images. ... In an attempt to determine if there are current copyrights, specialists in the Prints and Photographs Divison of the Library of Congress conducted a search of the Copyright Office files. It was discovered that copyrights were placed and renewed on the photographs of the Dionne Quintuplets taken by the NEA. Therefore, those photographs are still under copyright." The image of the Dionne Quintuplets was taken in 1938 and distributed to news outlets with a copyright notice, and that image was renewed in 1966.
