Er war von 1954 bis 1963 Ministerpräsident des Landes Schleswig-Holstein, von 1963 bis 1966 Bundesminister der Verteidigung, von 1966 bis 1969 Bundesminister für Vertriebene, Flüchtlinge und Kriegsgeschädigte und von 1969 bis 1972 Präsident des Deutschen Bundestages.
