OARDEC has made several large releases of documents.

• The first release dates back to 2005 -- 517 summary of evidence memos -- with both names and ISN redacted. No index was provided.
• 58 dossiers of documents prepared for captives habeas appeals released to the Associated Press in response to FOIA requests.
• 2006-03-03 -- 56 large portable document format (pdf) files. These files contained multiple transcripts, mixed, apparently, at random. No index was provided. But the documents did bear the captives ID number. The DoD silently replaced some of these files with versions that had been further redacted or amended, over the next month or two. On April 20th the DoD released a list of the captives' names, nationalities and ID numbers. Third parties could build an index to the transcripts by correlating the ID numbers.
• 2007-09 This release included:
  • 2004
    • All 558 Summary of Evidence (CSRT) memos from 2004, and an index to those memos;
    • 121 Heavily redacted "Decision memos" from the 2004 tribunals. Only the memos of men who were cleared for release were released. An index was included.
    • An index to the 2004 transcripts released on 2006-03-03 was released. It contains errors.
    • pdf files containing 179 dossiers prepared for habeas proceedings -- including the original 58
  • 2005 -- pdf files from the 2005 Administrative Review Board hearings
    • pdf files containing Summary of Evidence (ARB) memos from 2005 -- and an index was provided in a separate file.
    • pdf files containing transcripts and/or related documents -- and an index was provided in a separate file.
    • pdf files containing heavily redacted decision memos -- as with 2004 only the memos for the released men are included. An index was provided in a separate file.
  • 2006 -- pdf files from the 2006 Administrative Review Board hearings
    • pdf files containing Summary of Evidence (ARB) memos from 2006 -- and an index was provided in a separate file.
    • pdf files containing transcripts and/or related documents -- and an index was provided in a separate file.
    • pdf files containing heavily redacted decision memos -- as with 2004 and 2005 only the memos for the released men are included. An index was provided in a separate file.
• 2009-01
  • 2007
    • One index file for the 2007 OARDEC evidence memos, transcripts, and decision memos
    • The large files from 2007 contained just three transcripts. Over half the captives hopefully attended their 2004 review, but by 2007 only three captives attended. This release of documents included all the decision memos -- not just those of the men who were cleared for release.
