I think the problem was more that each country is in it's own language than the title...
Personally I'm against writing the country names all in English as I think that the multilinguality of Commons should be applied as far as possible (and I know that there are lots of cases where it is better to use one language - which in most cases will be English - as we do for this discussion - as for Latin as common language: I'd like Esperanto better ;->). For this template it's in most cases quite clear which language to use for the country name (a bit problematic are the countries with several official languages). As for the title - in my opinion it shouldn't matter too much in which language it's written as it should be clear from the image & the context what's ment...
If you think that it's too difficult to find out which country is which it would be possible to add an icon of the corresponding flag... --Anna reg (talk) 12:16, 28 June 2008 (UTC)

- I note that this template currently seems to show the United Kingdom as a member of the EU. This is no longer the case, but I'm not sufficiently skilled to change the template to reflect this.
