Legend addition

At the legend description of "states in the union" I added "(with full delegations in the U.S. Congress)" to accommodate the Union position that states never left the Union because the secession was not carried out in a lawful manner with the consent of Congress. And to incorporate the historical fact that in the 37th Congress, a Senator and representatives from Tennessee were seated, and representatives from Virginia and Louisiana were seated in the U.S. Congress. The three were all vacant in the 38th Congress, and West Virginia was represented fully. West Virginia, Kentucky and Missouri were represented in both the U.S. and Confederate Congresses, --- a map which is quite remarkably well done.
