Poland

There is no "concealed carry" permit in Poland. There is a self-defence permit which is may-issue but hard to get in practice (unless you are a politician). However there's also a sporting permit which is shall-issue and allows concealed carrying of loaded firearms. (The only permits which do not allow concealed carry are collecting and commemorative permits.) So I'd mark Poland shall-issue. 192.198.151.37 11:58, 18 June 2019 (UTC)[reply]

Thank you for polish translation. The map show conceal carry in general. In Czech republic we did not have conceal carry permit too (like specific standalone permit), but 2 of 5 "firearms licences" allows for concealed carry (defense, work), every licence is shall-issue and by that the map shows Czech republic as shall-issue country for conceal carry permit. I far as I know sport shooting permit allows concealed carry but is not by the law, but just government ordinance/regulation (so it is not guarantee for gun owner to have it when goverment or minister/secretary changes). Please correct me if am I wrong in whole issue not just details. And also defense permit should be shall issue too but as I read the law wording is weird enough to claim it is not shall issue but may issue. Because of that I stick to keep Poland like real may-issue on the map (like Lithuania or Croatia), until you'll get real shall issue (I hope it will be soon, and maybe even reciprocity with CZ and other countries). - Kolomaznik (talk) 16:41, 2 February 2020 (UTC)[reply]

Request for changes / updates

Hello, I have the following request for changes / update of the map:

Colors:

- light blue description to be changed to PERMISSIVE MAY ISSUE

- add new color - purple - ANOMALOUS

Countries:

- Northern Ireland - May issue

- Slovakia - Permissive may issue

- Slovenia - Restrictive may issue

- Croatia - May issue

- Poland - Anomalous ("real" CCW permits are restrictive may issue / according to currently valid government regulation, shall issue sport licenses allow carrying of loaded weapons / regulation may be changed at any moment by the governmnet)

Hello and thank you for the request. I am sorry for the delay in responding. I have already wanted to update map and changes you requested have been incoporated in map but before "I'll waste" another upload I want to hear opinion on others. 1. Description - done already. 2. Slovakia (permissive-light blue) done, I was thinking about it and it seems aprx. 60 % of gun licences are category A (conceal carry) and it seems to increase by 0.4 % a year. 3. Together with Slovakia I was thinking about the same for Poland because that almost shall-issue conceal carry for sport shooters (making it light blue on map too), but as you sadly said "real CCW" permits are restrictive may issue and sport licenses allow carrying of loaded weapons and regulation may be changed at any moment by the government and police can restric it (if i got it right). For this reason I would prefer to stick with may-issue (yellow), but if you insist on purple I had this version too. 4. Slovenia - already restrictive may issue on the map. But From what I know there are aprox. 6000 conceal carry permits (or similar privilege), issued ca. ~35 a year, mostly celebrity or politician connected with current or past regime (the latter may be ~5000). 5. Croatia and N-Ireland - now may-issue (yellow) on the map. 6. Now painted red (no-issue): Iceland, Luxembourg, Malta, Moldova, Belarus 7. Still grey (not sure): Kosovo, Latvia, Ukraine (conceal carry and owning a hangun is gift & privilege for ruling elite and their friends) so maybe no-issue (because average joe, conceal carry, self-defense are the measure)? Latvia - not sure if actual valid law is no-issue, may-issue of I guess probably restrictive kind, or maybe shall-issue, but from MPOV it will be "own research" as I lack clear source of info in other words. My apologies for replying this late. I never realized there was reply from you here, probably because I now write on Wiki so little. I will try to reply to all you wrote, hopefully I won't miss anything.
Poland is really a special apple. The Government doesn't have enough votes in Parliament to enact real changes but has enough leeway in the law to allow "sport shooters" to carry. However, I think that it all boils down to what are real possibilities of average Joe. Average Joe will not be able to get true CCW license, but there is a very straight way to be able to carry a firearm for own protection - something that most Europeans can only dream about. At the same time, he won't know whether this possibility of his will survive change of the respective Minister. That is unprecedented in all of Europe and I think it deserves a special color, as "may issue" doesn't really cover it.
Slovenia - yes, you summed it up well. There are several other countries with "legacy" CCW licenses, like Portugal. The main thing that differentiates Slovenia is that there are no attempts to "cancel" existing licenses, unlike for example in Germany (where they have to be periodically renewed which is abused by the Government to deny them). So the actual number does not say anything about "avera Joe's/Jane's" chances to be able to legally carry firearm for protection. Hence Slovenia is rightfully called as restrictive may issue.
Latvia seems to be shall issue but sources are lacking.
Ukraine I agree - no issue.
