Concern about the presence of a minor in the photo with personally identifiable information

This photo has a minor as its subject, and mentions his first name, last name and exact location (down to the name of the neighbourhood), and the date on which the photo was taken. There is a car with a clearly readable number plate although it is unclear if the car belongs to anyone related to him. Could someone who knows the rules on the Commons regarding the consent of minors in being photographed and personally identified with such level of detail, and then the photo being licensed, shed some light on this photo's suitability for the Commons? -- Rohini (talk) 11:30, 18 April 2023 (UTC)
