He was elected a fellow of hiscollege in 1842, and in 1845-7 he was professorof the English language and literature in Lniver-sity College, London. Called to the bar in 1846,he was on the northern circuit for a time, butin 1850 was appointed assistant secretary, in1854 secretary, to the Board of Health. On theformation of the Local Government Board hewas made secretary of the sanitary department,and when his post was abolished in 1871 he re-tired with a pension. He engaged in journalis-tic work at an early stage in his career, and in1844 began his connection with Punch, whichcontinued until his death : in 1874 he succeededShirley Brooks as editor.
