"Amidst racial hostility and discrimination from the white majority, the Chinese formed voluntary associations such as the Chih-Kung Tong to fend for themselves. In 1906 the Chinese Benevolent Association (CBA) was officially established. As a community based association, CBA consistently lived up to its mandate to provide social services to the community, to help resolve conflicts and disputes, to represent the Chinese community in its struggle for social justice and, more importantly, to lobby the government for repeals to the discriminatory laws which had been victimizing the community."
