From the section entitled Public servants of the London streets:

The road-sweeper, fully fledged, with a push-cart bearing the cognizance of an ancient and once royal city. It is to be wondered how much the decline of the horse traffic has affected the demand for both the road-sweeper and the scavenger boy.
