“… Fakat şehrin su ihtiyacı zaman zaman artmakta, hayır yapmak, bilhassa su dağıtmak gayesi de devam etmekte olduğundan her devirde büyük himmetlere ve hizmetlere vesile olmuştur ki bentlerimizi sıralayınca hakikat belirecektir. […] Şehrin başlıca su ve hayat kaynağı olan bu tarihi bentler, İstanbul’un en tanınmış mesire ve gezi yerlerindendi.
