Description
English: Centered on the newest class of Arsenal apprentices is Donald Scott, from the Arsenal Civilian Personnel Advisory Center. One of Scott's first orders of duty was to officiate the swearing-in ceremony that each new Department of the Army Civilian must undergo. The Watervliet Arsenal Apprentice Program began in 1905, nearly 100 years after the building of the Arsenal. The background photo is the Arsenal workforce in 1893.
