Das technische Konzept des [zwischen 1925 und 1928 erbauten] Kraftwerks erstellte der Pionier des modernen Kraftwerkbaues Georg Klingenberg, nach dem das Kraftwerk benannt ist. Architekten waren dessen Bruder Walter Klingenberg und Werner Issel, die einen eindrucksvollen Industriekomplex in expressionistischer Architektur schufen. Bei seiner Eröffnung war das mit Kohlestaub betriebene Kraftwerk das größte und modernste in Europa. Einmalig war auch die Regeneration der Speisewasservorwärmung.

The technical concept of the power plant[, built between 1925 and 1928,] was created by the pioneer of modern power plant construction, Georg Klingenberg, after whom the power plant is named. The architects were his brother Walter Klingenberg and Werner Issel, who created an impressive industrial complex in the Expressionist architectural style. When it opened, the pulverized coal power plant was the largest and most modern in Europe. The regeneration of the feed water preheating was also unique.
