In the majority of areas the dental staff ap-pointed has not been sufficient to cope with theamount of disease, and it has therefore onlybeen possible to inspect and treat children ofcertain age-groups, usually those in whom thepermanent teeth were beginning to appear.Neither success nor economy can be expected froma scheme which is partial or badly organised; muchof the expenditure on conservative dentistry islikely to be wasted unless subsequently there areregular and frequent re-inspections. CHAPTER IIIDefects of Vision, Hearing and Speech Defects of Sight Defects of vision are a serious handicap to thechild. Blindness is an intolerable burden to theindividual and a heavy loss to the community. The teaching in elementary schools is largelyvisual, and for its reception there must be acuityof sight sufficient to follow without strain thewriting on a blackboard and to read without diffi-culty well-printed books. With imperfect visionuncorrected a child cannot keep pace with itsfellows. Although individual instruction and afavourable position near the blackboard may miti-gate some of the disadvantages of short sight,other common defects of vision cannot be met ina similar manner. With the expenditure of greatphysical and mental effort an intelligent child mayovercome a few of the obstacles to education causedby errors of refraction, but the task imposed on theeyes and nervous system will soon be seen in soreeyelids, peering vision, headache, squint and othersymptoms of eyestr
