His great effortseemed to be to find some excuse, some palliation foroffences charged. He strove at all times to relieve thecitizens on both sides of the inconveniences and hard-ships resulting from the war. It has often been re-ported that Secretary of War Stanton arbitrarily refusedto carry out his orders.
