On the 1st of January, 1859, the Em-peror Napoleon gave the first warning ofwar. Pamphlets and articles in Frenchpapers began to discuss the position ofthe Pope, and reproach him with beingmaintained in his States by foreign arms.Pius IX. silenced this by requesting inFebruary that France and Austria shouldwithdraw their troops. Neither countryyielded to his request. Then in an ency-clical, dated April 27, he called upon thehierarchy throughout the world to gathertheir flocks around the altars and begGod to send peace.
