final confirmation of the comingof two divisions from France had satisfiedhim (Townshend) that the conditions he men-tionfd at the beginning of the month werefulfilled. How this can have been the case,when the two divisions were still in France oron the high seas, is not easy to luiderstand,for General Townshends division was certainlynot supported closely by another completedivision. That, however, was a matterbetween the two soldiers only, for GeneralTownshends telegratn of October 3, being thetelegram of a subordinate, had not been senton to the Government of India. Meanwhile the campaign had been attractingmuch attention in England, and on November 2the matter came up in the House of Commotis.The Prime Minister, Mr. Asquith, then tookupon himself the duty of explaining thesituation.
