Albert, financial adviser to the German Em-bassy, in the New York Elevated, on July 31st. Theseletters, which had been addressed to Dr. Albert, furnishedthe details of an elaborate scheme for influencing the press,financing professional lecturers, publishing books, provok-ing strikes in munitions factories, and crippling shippingalong the Atlantic seaboard by promoting a general strikeof the longshoremen. Even more sensational was the discovery resulting fromthe detention of Mr. James F. J. Archibald, an Americanjournalist, when the steamship Rotterdam coming fromNew York touched at Falmouth, England, on August30, 1915. The United States and the European War 441 bearing the signatures of Count Bernstorff, Dr. KonstantinTheodor Dumba, the Austro-Hungarian Ambassador tothe United States, and Captain von Papen, German Mili-tary Attache in Washington, showing that Mr. Archibaldhad undertaken to misuse the privilege accorded an Amer-ican passport by serving as secret courier between the Ger-man and Austro-Hungarian Embassies and the ForeignOffices of the Central Powers. In one of the letters Dr. Dumba warmly recommendeda proposal for fomenting strikes in the plants of the Beth-lehem Steel Company and others in the Middle West. **It is my impression, said Dr. Dumba, that we candisorganize and hold up for months, if not entirely prevent,the manufacture of munitions in Bethlehem and the Mid-dle West, which, in the opinion of the German MilitaryAttache, is of great importance and amply outweighs thecomparatively small expenditure of money involved.
