This photo was published opposite page 151 of "California Highways: A Descriptive Record of Road Development by the State and Such Counties as Have Paved Highways", 1920, written by Ben Blow. It is captioned as follows:

Seventeen-mile tangent on State Highway looking toward Bakersfield. Trees are being planted along this stretch of highway through the cooperation of Kern County.

Note that this was not actually part of the Ridge Route, but was just to the north.
