This idea of the ■< Houses of the Children has already spread to Ijondon, and is even with us in New York, wheie the plans for the first ofthe new model tenements to be erected underthe provisions of the $1,000,000 gift by Mr.Henry Phipps, the steel magnate of Pittsbiirg,have been filed with the Tenement House De-partment. Phipps House No. 1 will be openedthis year in East Thirty-first Street, betweenFirst and Second avenues. The cost of the first block will be about $225,-000. It will have a frontage of 180 feet, withtwo large archways leading into courtyards or-namented with playing fountains. There willbe a kindergarten in the cellar accommodating200 children, under competent teachers ; roomsfor the storage of perambulators ; garbage in-cineration plants ; roof-gardens ; hygienic laun-dries ; heating apparatus of the most modernkind, and large, bright rooms, with a shower-bath for each family.
