The photograph is in the public domain because it was created before 14 November 1972, with defective copyright notice (which is "Owned and copyrighted by the Chamber of Commerce of the Philippines", but without year) and without registration.

Section 16 of Act No. 3134 states that the notice of copyright required by section eleven of this Act shall consist of the word "Copyright" accompanied by the name of the copyright proprietor and the year in which the copyright was registered.

Therefore, the copyright expired in the Philippines before the URAA took effect in the United States.
