Description
Español: - Hijo del militar francés Jean-Jacques Moulia y de Atanasia Arias Sarmiento.

- Obtuvo título de Escribano Público en 1842.

- Primer Titular del Registro Nacional de Hipotecas.

- Primer Titular del Registro General de la Propiedad Raíz y redactor del proyecto de creación del mismo (1855).

- Designado Escribano de Cámara en 1846, cargo que ejerció hasta su jubilación en 1875.

- Redactor de importantes Proyectos de Ley.

- Contrajo matrimonio primeramente con Dolores de Castro y en segundas nupcias con la argentina Corina del Carril.
