Description Tuesday, May 3, 2011 -- Governor Malloy participated in the Polish Day ceremony in the Hall of Flags at the State Capitol. The ceremony is held annually to commemorate the 220th anniversary of the Polish constitution, which was ratified on May 3, 1791, becoming Europe's first and the world's second constitution. Governor Malloy presented a proclamation at the ceremony, declaring it Polish-American Day in the State of Connecticut.
