Description

Paul Higgins - Judge Paul Higgins is a civil engineer and consultant of North Davis Sewer District and Central Weber Sewer Distict. An avid outdoor photographer who photographs mainly in Utah, Higgins has focused his efforts and techniques on mastering bird photography. His work has appeared in Birding and Ducks Unlimited magazines and has been displayed at art galleries in Utah.
