En 1980 el Profesor Carlos Hank González, Jefe del Departamento del Distrito Federal encargó al Fideicomiso Servicios Metropolitanos (Servimet) la elaboración del Plan General de Desarrollo Urbano Santa Fe correspondiente a las Delegaciones Álvaro Obregón y Cuajimalpa, Distrito Federal. Plan General de Desarrollo Urbano Santa Fe El Plan fue elaborado con una visión metropolitana en su estructura urbana, vial e hidráulica. Consideró la regeneración urbana, un desarrollo mixto: habitacional e industrial; un subcentro urbano, servicios mixtos, parques metropolitanos, recreativos, zonas de conservación y vasos reguladores. Entonces Santa Fe fue concebida como una ciudad con servicios básicos: agua potable, drenajes, alcantarillado, alumbrado, vialidades y transporte público. Ese año, el Profesor Carlos Hank González, Jefe del Departamento del Distrito Federal nombró al Lic. Raúl Martínez Almazán, en ese momento Director de Coordinación Fiscal de la Secretaría de Hacienda y Crédito Público como Director Plan General de Desarrollo Urbano Santa Fe.
