During a period of sixteenyears he conducted his experiments priv-ately, and in the year 1741 hit upon theproper method. It was not, however,until 1763 that his discovery was an-nounced. No practical use was made ofit by Germany, though in other coun-tries the experiments were followed upin a small way, during succeeding years,mainly by individual scientists. In 1850 the French Government es-tablished an extensive experimental sta-tion and fish hatchery at Huningen, inAlsace, where Jacobis discovery wastaken advantage of and his experimentsfollowed up. Here much of practicalknowledge was learned, indicating thatthe breeding of fish was not only possiblebut practicable, and the interest of othergovernments was excited. The in-terest was so great, indeed, that it ledto the establishment in 1871 of theUnited States Commission of Fish andFisheries and the beginning of extensivefish breeding stations, not only by theFederal Government but by practicallyevery State in the Union. Beginnings in America The Act creating the Commission setforth its duties as follows: To prose-cute investigation on the subject, withthe view of ascertaining whether anyand what diminution in the number offood fishes of the coast and the lakesof the United States has taken place;and, if so, to what causes the same isdue; and also whether any, and what,protection, prohibitory or precautionarymeasures should be adopted in the prem-ises, and to report upon the same toCongress.
