小幡氏は『系図総覧』所収の武蔵七党系図によると、児玉党の分かれである。藤原氏の流れをくむ有道遠峯の子経行は秩父武綱の娘を妻にし、経行の子行重・行高は母方の重綱の養子となって秩父を称した。そして、行高の子行頼が小幡氏を称している。ただ、行重の系統の輔行も小幡氏を称しており、平安末期は各系が独立していず同族的結合が強かったと考えられる。すなわち、児玉党有道氏系の武士と秩父氏の婚姻関係によって生まれた子らが西毛に入部し、小幡氏をはじめとして倉賀野・片山・奥平・大類などの諸氏が分出した。

　小幡氏は鎌倉御家人ではなかったようで、小幡氏の活動がみられるようになるのは南北朝期以降である。小幡右衛門尉氏泰は建武三年（1336）に同族の小代氏とともに高師直に属しており、南北朝内乱期の早い時期から足利氏に従ったようだ。また氏泰は康永四年（1345）の天龍寺供養に足利尊氏の随兵を務めるなど、室町幕府内での活動が確認できる。その後、小幡氏は上野守護である山内上杉氏の被官となったようだが、一族の中には上野白旗一揆に加わった者もいた。
