Saint Petersburg, Russia Lakhta Center Lakhta Center is a large mixed-use non-residential construction project in Saint Petersburg, in Russia, designed by British architect Tony Kettle and detailed by Russian design company Gorproject. It was first called Gazprom City and later Okhta Center. In 2010 the project was suspended at its Okhta site due to official objections of UNESCO World Heritage Committee, and in the beginning of 2011 it was relocated to Lakhta area in the outskirts (9 km from historical centre) The Lakhta Center, a scientific and educational complex, with sports and leisure facilities, and an outdoor amphitheater is planned to include the first supertall skyscraper in the city. The 462-metre skyscraper of the Lakhta Center, upon its planned completion in 2018 is expected to be the tallest building in Russia and Europe and the second tallest structure in Europe after the 540-metre high Ostankino Tower.
