Bret J.Muilenburg, commander, Naval Facilities Engineering Command, during a promotion ceremony in the Grand Vista ballroom at Naval Station Everett. McClelland was promoted to his new rank after serving as Deputy Commander, Naval Construction Group One and received orders to become Deputy Commander of Naval Expeditionary Combat Command.
