English: Construction Electrician 3rd Class Michael A. Pineiro, from Long Island, N.Y., assigned to Public Works Department (PWD) Sigonella, Italy, poses for a photo after being meritoriously advanced Oct. 20, 2023. The Navy’s Meritoriously Advancement Program allows commanding officers to acknowledge Sailors like James who have demonstrated they are ready for the next level of responsibility by promoting them to the next highest pay grade. Pineiro is responsible for maintaining and repairing the high-voltage transformers, substations, and electrical loop systems supporting 332 facilities across NAS I and NAS II. The Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central (EURAFCENT) oversees seven Naval Public Works Departments across three U.S. Combatant Commands. (U.S. Navy photo by Lt.
