Francisco Sá Carneiro formou-se na Faculdade de Direito da Universidade de Lisboa e exerceu a advocacia no Porto. Foi um dos fundadores da Cooperativa Cultural Confronto e director da Revista dos Tribunais. Deputado independente, pertenceu à chamada ala liberal de 1969 a 1973. Após o golpe militar de 25 de Abril de 1974, foi um dos fundadores do PPD, presidindo seus destinos. Fez parte do primeiro governo provisório como ministro adjunto. Líder do PSD (nova denominação do PPD), com o CDS e o PPM constituiu em 1979 a AD (Aliança Democrática), que venceu as eleições intercalares. Com isso, ascendeu a chefe do Governo. Obteve a maioria absoluta nas eleições de 5 de Outubro de 1980, vindo a falecer num acidente aéreo nas vésperas das eleições presidenciais.
