Minot, N.D. city emergency workers race to build and attach a ring levee around a breach area in the earthen levee on the west side of Broadway June 24, as a large backhoe sinks between two houses. While the flood water continues to run through the original earthen levee, it is now being contained by the new earthen containment levee being attached to the original levee.
