有记者提问:我们注意到,美国企业家比尔·盖茨最近接受采访时表示,美国试图阻止中国研发芯片的努力是徒劳的,只会减少美国就业,切断产品销路。美经济学家大卫·戈德曼也表示,美国可以完全与中国经济“脱钩”是幻想,制裁不会压垮中国的半导体产业。中方对此有何评论? 毛宁表示,我们注意到自从美国推出《芯片与科学法》以来,不少美国商界机构和人士表示关切和质疑,指出美国半导体行业高度依赖全球供应链,“脱钩”不仅违背产业发展规律,还将使美国付出巨大的经济和技术成本。根据波士顿咨询集团预测,如对华完全“脱钩”,美国半导体行业将失去18%的全球市场份额和37%的收入,减少1.5万至4万个高技能工作岗位。 美国希望在高科技行业保持全球领先,这无可厚非,关键在于公平竞争,不能为了维持科技霸权不择手段,不能剥夺其他国家的发展权利,更不应当为了一己私利破坏全球产供链,让本已脆弱的世界经济雪上加霜。 中国的发展始终建立在自身力量的基点上。从“两弹一星”到载人航天、量子通信、北斗导航,事实已经证明,限制打压阻挡不了中国的发展,只会增强中国自立自强、科技创新的决心和能力。 |
