Description Man keeps lookout from a wooded area on the side of the road as he quickly prepares to inject himself with heroin, Sept. 25, 2015, Syracuse, N.Y. Recently, Syracuse, N.Y. was statistically ranked number one for poverty and several town hall meetings have been held to come up with ideas on how to resolve the increasing heroin problem sweeping across the city.
