e proprietary right in the soil of theprovince is confiscated to the British Government, which will dispose of thatright in such manner as to it may seem fitting. To those Talookdars, chiefs, and landowners, with their followers, who shallmake immediate submission to the Chief Commissioner of Oude, surrenderingtheir arms and obeying his orders, the Right Honourable the Governor-Generalpromises that their lives and honour shall be safe, provided that their handsare not stained with English blood murderously shed. But as regards anyfurther indulgence which maybe extended to them, and the condition in whichthey may hereafter be placed, they must throw themselves upon the justice andmercy of the British Government. As participation in the murder of Englishmen and English women will exclude those who are guilty of it from all mercy,so will those who have protected English lives be entitled to consideration andleniency.
