Het Leuvense stadsbestuur wilde met dit monument op waardige en ostentatieve wijze eer betuigen aan de talrijke burgers die volgens de Belgische versie onschuldig door de Duitsers gefusilleerd werden tijdens de augustusdagen van 1914. Architect A. de Bondt, wiens ontwerp bekroond werd in de openbare wedstrijd van 1921, concipieerde het monument als een representatief en indrukwekkend gedenkteken met eigentijdse vormgeving. Voor de monumentale sculpturale uitwerking tekende Marcel Wolfers (Elsene 1886 - Corroy-le-Grand 1976). Op een driezijdige massieve sokkelvormende onderbouw met afgeschuinde hoeken, fungeert een tweede kleinere en dwars geplaatste driehoekige basis als voetstuk voor de 20 meter hoge zeszijdige obelisk. Bronzen platen, waarin de namen van de slachtoffers zijn ingegrift, omkaderen een rechthoekige toegangsdeur in het onderste basement zijde station. De afgeschuinde en gelede hoeken fungeren als fonteinen met bekkens geschraagd door drie leeuwenparen. Erboven stellen de drie taferelen de gedeporteerden en vluchtelingen (stadszijde), de gefusilleerde burgers (zijde Diestsevest) en de triomfantelijke terugkeer van de soldaten (zijde Tiensepoort) voor. In de geknikte hoeken symboliseren naakte vrouwenfiguren de lijdende Victories. Bovenaan schragen consoles de personificaties van de Hoop, de Gerechtigheid en de Vaderlandsliefde.
