This appears to be the master image by Oscar White of Pach Brothers studio that was distributed to news outlets in 1947 when she was poet laureate. There is no renewal notice for an image fitting this description. It is rare for a renewal notice for an individual photograph to be found, the photographer would have to have seen the potential for future marketing of the image to justify the expense.

This work is in the public domain because it was published in the United States between 1929 and 1963, and although there may or may not have been a copyright notice, the copyright was not renewed.
