Français : Construit par le duo d'architecte (Skjold Neckelmann, August Hartel) derrière plusieurs bâtiments monumentaux de la Neustadt (comme l'église Saint-Pierre le Jeune catholique, le palais de justice et d'autres). Il avait comme fonction première d'accueillir les délégués à la chambre parlementaire ou diète de la terre d'empire d'Alsace-Lorraine (Landtag des Reichslandes Elsaß-Lothringen). Les deux statues en son sommet devaient d'ailleurs représenter les deux régions incorporées au nouvel empire allemand. Une fois Strasbourg revenu à la France, la fonction du bâtiment n'avait plus lieu d'être et le bâtiment fut rapidement transformé en conservatoire de musique. Un théâtre viendra s'ajouter à la mission en 1954. Finalement, c'est cette nouvelle mission qui supplanta la précédente en 1995 (le conservatoire quitta les lieux) et l'ouvrage est maintenant totalement occupé par un théâtre devenu même national.
Pour sa voisine, également d'inspiration de la Renaissance italienne et construite par les mêmes auteurs, tout est dans le titre, dès la création, le pouvoir en place a souhaité doter la vile d'une bibliothèque de qualité et construit un immense bâtiment à deux pas du palais impérial.
