Original caption: A UNIQUE PHOTOGRAPH: THE VICEROY AND GOVERNOR-GENERAL OF INDIA IN COUNCIL, The Government of India is perhaps the strongest Executive Government in the world. Not trammelled, as is the British Government, by the necessity of perpetually trimming its sails to every breath and caprice of an ever-changing House of Commons, the Government of India can frame and pursue a constant policy from year to year. Aided by the most powerful and admirable Civil Service in the world, it can accomplish what the autocracy of Russia can never accomplish: it can learn the truth about the condition of those under its rule, and can effectually aid them. This group (taken in 1895) is unique in character, the members of no other Indian Administration having been photographed together in the same way. In the centre is the Earl of Elgin, Lord Curzon's predecessor in the Viceroyalty. On his right are H.E. Gen. Sir George S. White. Sir Charles B. Pritchard, Sir Antony P. MacDonnell; on his left, Sir Alexander E. Miller, Q.C., Lieut-General Sir Henry Brackenbury, and Sir James Westland. |
